I found this page through google when I was looking for inforamtions about Indian visa in Muscat.
Maybe it will help somebody else too.
Meanwhile the BLS international service moved again but at the moment (feb 2013) they still show the old adress on the Indian embassy page.
The new adress, according to the BLS Page is:

To find it, coming from Ruwi:
Go to Al Wutayyah Roundabout, it’s the 2nd roundabout after Ruwi R/A towards Al Qurm Junction.
There turn right, towards Khoula/Khawlah Hospital.
Follow the road about 50m, turn at the first possibility right, it’s kind of a U- turn, you will go about 20m back towards the big VW and Toyota buildings.
It’s the big black and white building at your left, at the moment there is no name or number on it yet, it seems to be quite new and not finished yet.
When you apply for a 6month Visa make sure you really make them understand you need 6 month! Ask them if you can talk with the officer. Go to the Indian embassy and talk to the responsible officer.
Tell him or her you need 6 month because you’re cycling and therefore slow and rather wait a couple of days longer if the identity confirmation from your country‘s embassy didn’t arrive yet.
This way it should work.
To me it just happend that I only got 3 Month.
I talked to the supervisor at BLS and told her I rather need no Visa than 3 Month (I want to cycle from Mumbai to Ladakh, 3 Month is not enough for that at this time of year) She promised me to arrange it, talk to the officer at the embassy and also she told me I cannot go there myself.
In the end I got 3 month, went quite upset to the embassy to learn from the friendly officer there that I easily could have gotten 6 month if she had known about my situation.
I applied and payed again today...
So, if you need 6 month better go to the embassy direct.
Also she told me that the 2month rule is removed, it should be possible again to leave India for some days and get a new visa.
In the end I think it’s easyer to get it in Dubai.
Also I found Dubai not so bad for cycling- Muscat with all its traffic and construction sites is much worse!
