Hallo,
we crossed Albania last year and did´t have any problem. You have to pay 10 € as a entry-fee at the border and that´s it.
Albania is beautiful country unless you don´t stay at the seaside in the North (Durres), which is rather ugly.
The roads are quite rough (even those that -according to your map - are supposed to be "main roads", so a mountain-bike might be the vehicle of ypor choice.
Greetings Nat

Hi!

I crossed Albania this and the last summer.
Beside a bit junk at the streets and almost suicide commiting Mercedes driver I had the time of my life.
Streets change from perfect to acceptable, except in citys where potholes are everywhere.
The people are friendly, the nature is amazing.
The sea is warm and pretty clean, but the mountains all over the country are high and really annoying. But I enjoyed it. It was just cool.

If you are still interessted, don't hesitate to contact me.

Thomas
