2) Beim Telefon kann es an der Geräte-Software liegen. So ist der der GPS-Empfang in Ägypten verboten - und wenn Dein Telefon ein ägyptisches Netz erkennt, wird das GPS-Modul abgeschaltet.

In Ladakh werden alle nicht örtlich wohnhaften Simkarten-Besitzer abgeschaltet. GPS funzt nach meiner Erinnerung trotzdem. Wenn du Telefon abschaltest ist die Sim-Karte ja auch gar nicht aktiv.
